“Doctor’s” Parking Lot

Why do so many hospitals have parking garages / parking lots that are considered “doctor’s lot” but then don’t allow residents to park there? On top of it, they’ll allow NPs, PAs, etc to park there. It’s no disrespect to the other professions but why even bother calling it the doctor’s lot if you’re not going to let the people with the degree park there.
