Seriously, what is up with this town and camping in the left lane

Stuck here for a while for a work project, and at my wit's ends with the drivers here. I'm almost 50 and have never seen anything like this, and I have to travel all around the entire country. This town is insane on the freeway. Every tenth car or so, just HAS to smash their way over to the left lane, and then IMMEDIATELY start going SLOWER than the cars in the lane he/she was just in. And now there isn't a single car in front of them, and there are 10 cars riding his/her ass.

And they do this ALL the way until about 1/8 mile before their exit, to which they immediately cut across all lanes of traffic, causing everyone else to hit their brakes. WHY Reno? Why? I know every town thinks they have the worst drivers, but let me tell you, I have never seen anything worse than the past 3+ weeks here as far as freeway driving. The amount of people driving 50mph in a 65 is just mind-boggling.

I see this constantly EVERY SINGLE DAY. There's a lot of "special" people here, that's for sure. I can't wait until my time is done here.
