Please explain the "Don't Rank Rene" movement

There was a great discussion of the pros and cons of not ranking a candidate you don't want and I cannot find it. Now that this DRR appears to be a movement, I need to understand why not ranking someone is worse than ranking them last. Can someone point me to that discussion, please?
