Where can I get these?

Does anyone know where I can get these? 😭 I tried pre-ordering them at my local Gamestop only the 17th but they said these weren't available for pre-order yet.

I'm a big eevee fan and I only buy cards when there are a lot of eeveelutions involved. I've gotten zero luck with getting any of the Prismatic Evolution items. All my retail stores were pre-orders only for the ETBs, stickers, binders, and posters, and only resellers around me were selling them for at least twice the retail price. I refuse to buy them at anything other than retail. Am I just out of luck?
