Lily pads seem to be broken in PVZ2 now

Apparently now we can place them in the ground? Which I'm pretty sure we are not allowed to? Also now whenever fisherman zombie pulls plants on lily pads they pull the lilypad as well

Not sure if these are bugs or intentional since it's been a while since I last played, please let me know more.
