Sorc Spark build

Hi All, for the Sorc Spark build, how much does the + skills make? There are expensive wands with +2 / +3 to lightning skills, and then +70% to Spell Dmg, and lightning dmg.

Then there is also +5 to lightning skills, but way less spell and lightning damage on it. What is best?
