Is it possible to legally open a nightclub in Pakistan ?

Me and my friend were talking about starting a business in Pakistan and I noticed that there is barely any market for nightclubs and bars ofcourse because it’s illegal. However, I wanted to ask if there is any way legally to start this. Maybe there are some licenses, or we gotta pay a fine. I know it must be expensive if it’s possible but I’d rather do that instead of investing and then getting it shut down while getting in legal trouble.
