Google ads getting rejected

We’re running google ads for a client who is a psychotherapy practice. Google is restricting ads due to addiction treatment services listed on the website. Google’s support says that in order to resolve this we need to be listed on LegitScripts as a certified addiction treatment provider, but in the state of TX Legitscripts is not required. We removed addiction treatment services from website but still getting ads disapproved. We just want to advertise for their traditional therapy, nothing to do with addiction. Any ideas??
