Can i own an octopus?

By any chance can i own an octopus? Like not a huge one but like maybe as bug as my hand? Ive looked at the pei government website and it said nothing about not owning one. But for some reason it said you cant own a frog but you can buy one from petsmart so im confused. THIS IS A SERIOUS QUESTION!
