why can't I make friends in Uni?

I go to McMaster, and its almost been a full month (we moved in on the 25 of August) and I still haven't made any friends. I feel like I know 1000s of people who I can say "Hi" to, but nobody who is actually willing to hang out with me outside of class. I have tried texting people to hang out, I have tried putting myself out there. I know people say it takes time, but it's very discouraging having to sit alone all the time, and reach out when nobody reciprocates. Even when I try to hang out and text people they just don't respond or really care. It's so weird because I didn't have a hard time making friends in high school, and I do consider myself a sociable person. I don't know what to do, and its just so lonely.
