Root of Corruption?

I am a diasporan and often wondered why Nigeria is so corrupt? Why do politicians feel the need to steal tax money set for infrastructure, social, educational development. Is their salary so low that they feel the need to do that? Or is the greed too much. I know of other countries were the politicians salary are set high to minimize corruption, so i just need a well informed answer.
