So I've resubmitted my AdSense form like 40 times and it keeps getting denied and they won't tell me why, any ideas?

I suspect it's because I have an 'AMV' channel, essentially I don't own the shows or music in my videos, if this is the case, does this imply all the top AMV people don't make money on Youtube? I've tried many things but I can't seem to get this to work. Thanks
