Metro Line 1 shutdown, alternatives?

I’ll be visiting in February, and I was looking for accommodation near Av Reforma, so that I could have access to both the Metro Line 1 to get to Centro Historico and connect to other lines (2, 3, etc) and the Metrobus to get to Chapultepec. I realized this was perfect cuz it also put me close to Condesa and Roma. So I was looking near Insurgentes or Sevilla stations, but I realized that the Metro Line 1 is shutdown? Is it still worth it to be there because of metrobus access, or should I just pick anything in the center Roma or Condesa and Uber everywhere? Will not having access to Line 1 mean higher reliance on uber, since getting to other lines will be harder? How reliable and frequent is metrobus?
