Why did Dr. Weil Resurrect These Guys?

He brought back Hanumachine, Anubis, & Blizzack - Generals from Phantom, Fefnir, & Leviathan - but not a general from Harpuia's forces. I wonder why that is? What do you all think?

I wonder if a general of Harpuia's would be less likely to side with Weil?

Hanumachine specifically makes sense for sure, as he had successfully infiltrated the Resistance Base before. But i would think a general of Phantoms would be less likely to join Dr. Weil (though, mind control could be a factor but I'm not sure if Dr. Weil used it on these guys)
