Why does this always happen my eyeshadow?

No matter what I do it’s like it moves and then builds up in one area and disappears off another?

I usually use moisturizer, then primer then a base powder and usually two shades then dab on a setting spray. On this occasion after advice from a beautician I used concealer between the primer and first powder application and it still happened.

I am aware I have puffy hooded eyes. Any solution?
