Micro stuttering when moving camera

Hi, when i move the camera while playing i get this micro stuttering as you can see in the video:

I have a MSI GL75 9SD Laptop with:

- i7-9750H CPU

-NVIDIA GTX 1660Ti

-8GB RAM

-SSD

-A 60Hz monitor

As you can see in the video i play at 60fps and when i play the game runs smoothly, the only problem is when i move the camera.

This happens in most of the games i play and lowering the graphics doesn't help.

I have tried:

-Changing mouse

-Using a controller

-Limit my framerate at 60 with RTSS

-Lowering the graphics

-Messing with the setting in the nvidia control pannel

Nothing worked at the moment.
