Builder not providing STP water to all 34 buildings due to pending maintenance from some members.

So my family lives in Regency Sarvam complex in Titwala. We are having a lot of water issues and from couple of days builder stopped supplying STP water. So there's no water in washroom. Now, those who paid the maintenance are also suffering. What is the legal action we can take. Should the paid members file a case against builder or the defaulters? What should be done in such situations?
