.ipa problem

Does someone know how to install .ipa files onto ios 3.1.3? IPA Installer from Cydia is not compatible and tools avaible on pc crash or say theyre incompatible and the ios version is too low. The reason why im asking this is cuz i wanna install angry birds onto an ipod touch 1st gen.
