Empowered monoliths enabled without finishing last two monos(?)

On my first alt, before I even started age of winter & the last ruin, a harbinger showed up after spirits of fire boss fight. Then a zooming animation played in the middle island as I was crossing.

I now can select empowered monos for everything. I thought I had to finish all regular monos even on alts.

Any thoughts, is this normal?
