Creepy people at the black angel

we went to the black angel and saw someone sitting in a lawn chair outside the black angel. There was another tall guy standing out on the road nearby and neither were moving. We’ve come back a few times randomly and they’re in the same exact spot not moving.

They aren’t responding to anything and you can’t see their faces at all. super weird, not sure what’s going on there
