Company progression

It seems as if my companies in liberty city that are not maxed, have stopped progressing in percentage to level up. Same goes with Europe. Everything is maxed out except paintings (lvl 5). Moods are green almost 90% of the time. Anyone running into this bug? It’s been over a week since I’ve had a company level up.
