Pap Smear at 25 now instead of 21?

So I recently turned 21 and was urged by medical professionals to schedule my Pap smear at a women’s health center. I scheduled over the phone where they asked If I was 21 or older I said yes. Day of my appointment the doctor comes in and asks “what are you here for” I got “a Pap smear since I just turned 21” she goes “no you’re not, you have to be 25 to get a Pap smear” I’m like since when ?? I’ve been doing research on this for years and it always says 21. She’s like they just announced it last month ?? Has anyone else heard this because I can’t even find anything online about it. I live in NYC in the US by the way for reference.
