City-17 possible location and past name...

Idk if that is true, but i think that City-17 could be Constanta(Romania) or Varna(Bulgaria) in the past. I think that this is those cities, cause of very near location to the unknown ocean, sea (that probably could be black sea) in HL2(2004).
