What is going on with this guitar?

I came across this today, a family member had bought it for their kid as a Christmas present.

Has anyone seen anything like this before? It looks like the fret markers have been put in the wrong place and then coloured in and not replaced! They are on frets four, six, eight and ten so all one fret out.
