Too many failed attempts (Try again in a few hours)

Hi everyone! Bringing to you some classic issue...

Yesterday, I tried to log my several Google Workspace accounts with a 2-step authentication enabled. The process was good, but then I had a problem with my other account.

When I filled in my mobile number and asked Google to send the code, the system warned me: Too many failed attempts. Unavailable because of too many failed attempts. Try again in 4 hours.

Have tried in a few hours with no changes. Clearing cookies, trying another browser or device, and using a VPN didn't help.

Should I wait for 7 days and try again? Is there any way to fix that via Google Admin Console (for instance, changing the recovery mobile number)?
