Advice for an upcoming risk chair?

I go to a school that disbanded chapter houses that were affiliated with the school so we just live/throw parties in normal houses off campus that’s located in a suburban neighborhood. As a result we don’t have aid from campus police and social events aren’t regulated through the school, making risk chair a more difficult position (we also frequently get noise complaints). Due to the high stakes the position has taken a bad precedent and literally nobody wanted to take on the role, so during elections I had to resign from social chair to step up and become risk chair. My term is 2 semesters but it goes into my senior year, and I want to be able to actually enjoy the rest of my time in college while not being a buzzkill. Does anyone have advice on risk plans, and how I can properly balance having a fun time while also doing my job?
