Clean Bulk, Cut or Recomp ?

Hi I have been lifting since 1.5 years. Started at 80 kgs body weight 30 percent body fat and currently at 65 kgs with around 17 percent body fat.

Mostly I focused on trying to recomp with 1700-1800 calories daily. However I am not able to see much progress while building muscle since last one month.

Should I go on and aggressive cut to 12 percent and then try to bulk or should I start clean Bulk now only. ( I am afraid, I might look skinny if I cut further).
