Semi rural storage tank/pump

I live in a semi rural area, hydrants are spaced 1000ft apart. I am planning to build a small "flex space" development with 2400 sf steel buildings. One of the buildings will be more than 400' from the existing hydrant, so emergency services is requiring installation of a fire hydrant. I looked into using an on-site water storage tank and the NFPA calculations show roughly 10mm gallons required. The question is if the tank is required to have a pump coming out of it, or is the normal expectation that a responding apparatus would pump from the tank? I can't really seem to find a clear answer anywhere.
