How much should I pay for this splicing machine?

Hi guys? I got this offer to buy Fiber Fusion splicer from a person who works as fiber cable operator, Model - TOPSER (TPR- 801), Manufacturer - Chinese based Tente fibershow group, Price - saying around 240$. Checked by me noticed i need to change electrodes, (electrodes has worn out,they have crossed max limit of fiber joints they can make >1000 and set the number to zero before listing the price),need to buy a charger, cleaver,pruner seperately. How much should i pay is it worth 240$ ?
