Why is equipment is bad condition?

Ok, so as we know, when you take stuff off a dead person, its usually not in the best conditon, sometimes its in horrible condition. WHile I can understand Raiders or supermutants not knowing how to fic or maintain their equipment, I find it hard to believe that Enclave soldiers, BOS members, or even NCR dont take better care of their equipment. I mean, they have the resources and basic training includes knowing how to take care of your stuff. What gives?
