Real ID

Has anyone gotten a real ID recently? Do you need your birth certificate even if you already have a license in the state of Oregon?

On the DMV website it says you need your birth certificate, but doesn’t clarify if that is for people who do not have an ID or do.

Edit: I don’t have a passport nor do I have my original birth certificate
