Network Provider Part 1 isn't showing up

I completed the last quest (peacekeeping mission, i did the quests for the old requirements) for Network Provider and the quest isn't showing up. I can even see it as locked. My scav karma is over 4 and I double checked that I did every quest. My friend completed peacekeeping mission yesterday and it worked fine for him. He also could see the quest before as locked. I also tryed going into a raid, restarting the game and clearing the cache. Anyone who has an other idea what I can do/try?
