Location of the Thorned Whip

Has anyone found this puppy yet https://eldenring.wiki.fextralife.com/Thorned+Whip? I'm looking to do a power stance bleed whip build since double bleed curved swords with quickstep has made me a power stancing simp. I'd prefer not to have to use spells to achieve this, and none of the blood ashes of war that I've been able to find myself or seen mentioned anywhere can be applied to whips (if anyone knows of one that can be, pls share.) Not sure if urumi changes things due to it also being slashing weapon - if it does, then my problem is solved so please tell. I'm not even sure if the thorn flopper applies bleed, but it sure looks like it would.
