Tax Loss Harvest ETFs and Individuals

So I’m at a loss in XLE, Chevron, and Exxon I also have losses in XLV and NOVO. I wanted to harvest to offset some of my dividend income and other capital gains. After selling XLE, XON, CVX can I buy FENY? Or do I need to go completely different sector ? Or just buy VOO? Same with XLV.. What’s similar is there a site I can look at or something that breaks down similar ? I ve seen someone sell off VOO in 2022 harvest the loss and buy VTI , everything in VOO is in VTI thats similar so why is that ok?
