Deck blocks and code

I got some feedback from a home inspector regarding some deck blocks that I used in preparation for a house sale. The blocks are on top of the old existing concrete deck footings.

His statement reads:

“The wood deck stairway posts are supported by pre-cast footings. The size of the deck and relative number of posts do not correspond to typical manufacturer's recommendations for this type of footing. Incorrect post footings could allow the structure to move or fail. A licensed general contractor should be consulted for a complete evaluation of the deck and to make necessary repairs to ensure the stability and durability of the deck.”

Is this correct for the state of NC? If so, what should I do differently?
