How to work with whining?

Hey guys! So I just got a dachshund puppy about 2 days ago. She’s the sweetest girl, a bit sassy but perfect 🥹.

My only complaint is she can’t stop whining if I’m not in her sight, today I’m working on crate training her but the whining and barking is so bad. I’d let her cry it out like most people say but I live in an apartment complex and it’s hard.

And advice will help! Someone told me to get an anti barking device and give her treats when she stops whining and barking.
