Daad scholarship application procedure 2023/2024

I have read on the official website that it is recommended to apply for the DAAD scholarship a year before the intended start of the program, however, the university application deadline is on June 30th this year, and normally to apply for the scholarship, I should have a letter of acceptance from the university. Im a bit confused. Can someone explain to me the process ..
