How to run a massive surplus at 15k population?

As for most of you, running a surplus has always been challenging for me in CS2. But after following some tutorials, I think I found the right formula, which is fairly simple.

When beginning a new city, place usually the smallest or medium services/utilities (never the largest or most expensive) and lower the budget to 50%, if possible. Play with taxes a bit, but it usually doesn't do a whole lot. Having 12–13% tax for a couple of months is not that bad, but in the long run, it usually isn't. Exporting electricity could be a plus, but setting up many specialized industries is perhaps the biggest thing you can do to run a surplus. Also, don't be afraid to place many medium-density or low-rent apartments early in the game. Having 60–70% traffic flow is not that bad (don't go below 50–60%), and residents will still be satisfied while your budget will be even more so. Taking a loan is not necessarily bad, especially if you are aiming for reaching a milestone or expanding your city while if you are taking for a service building be cautious. Repay the whole loan as soon as you can.

Right now, I'm managing a 45k surplus with a city that has a 15k population.

I think this pretty much sums it up. Did I miss anything? What are your thoughts on achieving a considerable budget surplus?
