Win rate vs how good brawlers actually are

I searched it up on Google, apparently the brawler with the highest win rate is Leon (excluding Buzz Lightyear). The problem is that Leon is countered by several other brawlers, such as Cordelius, Surge, Stu (kinda) etc. So how does this work?
