Open Hand Temple Murders Bugged

I have done all the required steps for this questline, and gone to Fraygo's Flophouse, used the key, gotten into the room and picked up all the evidence, observed the body and questioned the dead. Problem is, The game keeps telling me to go to Fraygo's Flophouse to use the Flower Key that I've already done. Picture attached shows it wanting me to do something I already did. All the evidence is either on my person or at my camp now. (I got fed up and progressed the game)
I presented everything to Valeria in the Pub too in the hopes that it would advance the plot, but nothing changed, and the evidence I have isn't good enough somehow.
I don't understand what I'm missing if anything. I could loot everything, everything from that room, lay it in front of valeria and still not progress.
