Warm waterproof jacket?

Looking for a lined raincoat/any sort of waterproof/water-resistant jacket really, as long as it's zipped and not buttoned. Mens preferably, in a dull colour like grey, navy, tan and such. Preferably under $100? Not like a puffer jacket either, something easier to move around in. I plan on using it for long distance walking around the city, so it's gotta be suitable for that. Just wondering if anyone has suggestions for where to look? I've looked around and haven't found much in my price range from reliable sources.
