Should the intentional non-payment of rent, squatting, and property damage done by "professional tenants" be made a criminal offence?

As it currently stands, all across Canada landlord-tenant matters are treated as a civil issue.

Everything from deliberate destruction of property to the intentional non-payment of rent carries no criminal penalties whatsoever. These are issues that have to resolved through provincial tribunals which can easily be manipulated by bad actors.

This has led to the phenomenon of "professional tenants" hoping from home to home destroying property and racking up massive sums of debt for unpaid rent.

The victims of these professional tenants are almost always honest, unsuspecting, mom-pop property owners who lack the tools, means, and competency of large corporations to hold these bad actors accountable.

Inevitably, as a result, honest tenants are paying more to compensate for the risks and are having to go through even more extensive vetting processes due to the actions of some bad faith actors which have eroded trust in the rental sector.

Therefore, as a solution to this, do you think that the federal government should step in and make the intentional non-payment of rent, squatting, and property damage done by "professional tenants" a criminal offence punishable by jail time?

Making this a criminal offence would allow police to step in, objectively assess a situation, and arrest and remove the bad actors from properties where they refuse to pay rent and intentionally cause damage in.
