Is Kaliningrad considered different to the rest of Russia?

Hi everyone, before everything, I wanna say that I love Russia and its people, they’re very lovely.

Second, I have a russian friend from Izhevsk and I send her an instagram reel about a “cat city” in Kaliningrad, she told me that Kaliningrad is considered more like a Western European city than a Russian city, that it differs from the rest of the country.

Is this actually true? I never heard that before and it sound to me a little bit exaggerated. Greetings from Mexico 🫡
