Ivy Interview Scenario

There are three possible scenarios if someone doesn't get an intreview call from an Ivy (lets use Harvard for example). 1) they thought the candidate is too good and does not need to be interviewed, 2) Candidate is not competitive enough to waste interview resources on and will be rejected anyway.. and 3) There aren't enough alumni volunteers in the area.

Lets say the applicant has steller credentials based on self-eval as well as school counselor and recommending teachers. Academics, ECs, test scores, national level award etc. and is even aplying in a not so competitive major.. Applicant on top lives in a prime metro area, for exmaple, Dallas, TX where there are several hundred alumni volunteers available for interview.

Which of the three scenarios would the applicant fall under ? Why or why not ?
