What does a target school look like?

I got rejected from my ED (Northwestern) and am starting to look at colleges again, but realizing I may not have many target schools, only a safety and reaches. My safety is Minnesota-Twin Cities (accepted), and I suppose UW Madison might count as a target. But all of my other schools are below 20% acceptance rates. What's an ideal acceptance rate to look for in schools with these stats?

35 ACT 3.88 unweighted ECs: sophomore: theatre, junior: track + student gov, senior: 3 business clubs (main one is deca)

What do target schools generally look like in terms of acceptance rates and anything else, and what might they look like for me?
