The People in the Break rooms

I'm seriously curious. There are 3 or four level 1 Fulfillment associates who just sit in the Break rooms on their phones for 10 hours a day just doing nothing. Are they really avoiding work and do they ever get in trouble? I know there are some roles that don't even track rate or Tot.
