Questions regarding the Connect Sync and PHS

Imagine PHS is setup. And suddenly the Connect Sync Server is down.

Case 1 : Assuming, On Tenant, Self Service Password Reset is ON for all users.

Now the user A tries to reset the password.

Will password reset be done? Yes or no?

If yes, will the Hash be synced back to the On-prem when the Connect Sync server is online?

Case 2 : Assuming, On Tenant, Self Service Password Reset is OFF for all users.

Now the user A tries to reset the password.

Will password reset be done? Yes or no?

If yes, will the Hash be synced back to the On-prem when the Connect Sync server is online?
