Why can't my friend see my paid cosmetic?

I don't understand what we're doing wrong, I got a few cosmetic packs and equipped them, and they (slowly) downloaded/appeared for his view, custom cosmetics is enabled, but the paid one I have isn't doing it at all? It's been an hour and I'm naked for him :/

Any ideas?
