Why not make Clone space Marines?

I'd assume the Imperium of Man has the tech, and by creating cloned Marines you can ensure you get the best product, even make improvements on a genetic level. You can also ensure they're totally loyal to you, but maybe I'm missing something. I feel like some could see it as Heresy in some form of other.
